When the coronavirus pandemic hit New York hard, Governor Andrew Cuomo and other city and state officials pleaded for volunteers from throughout the country to help the state’s residents.

Thousands answered the call. Volunteers came from many states – doctors, nurses and paramedics. A volunteer paramedic who traveled from the Denver area contracted coronavirus and died while helping New Yorkers.

As a thank you Governor Cuomo announced that the State of New York will be charging the volunteers New York State income tax for their earnings, even if salaries for their work in New York are being paid by local entities for which they are employed.

Thousands of health care workers headed Cuomo’s call for help and volunteered to go to New York to help amid the COVID-19 pandemic. New York was hit particularly hard. Now, those that spent more than 14 days in the Empire State will be required to pay state income tax, even if they’re being paid by entities in other states for their work in New York.

He addressed the issues Tuesday at a news conference.

“We’re not in a position to provide any subsidies right now because we have a $13 billion deficit,” Gov. Andrew Cuomo said. “So there’s a lot of good things I’d like to do, and if we get federal funding, we can do, but it would be irresponsible for me to sit here looking at a $13 billion deficit and say I’m gonna spend more money, when I can’t even pay the essential services.”

Even though the state government asked thousands of people to come to New York from out of state to help fight coronavirus, they will have to pay New York state taxes, even on income they might make from their home states that they’re paid while in New York.

Cuomo said he needs help from Washington in order to cover budget deficits from COVID-19, let alone subsidize state income tax for essential workers that flocked to New York’s aid.

“If we don’t get more money from Washington, we can’t fund schools, right, so at the rate we want to fund them. We are in dire financial need,” he said.

The issue first came up when the temporary hospital in Central Park was being erected by Samaritan’s Purse.

“Our financial comptroller called me,” said Ken Isaacs, a vice president of the organization, “and he said, ‘Do you know that all of you are going to be liable for New York state income tax?’

“I said, ‘What?’” Isaacs continued. “[The comptroller] said, ‘Yeah, there’s a law. If you work in New York State for more than 14 days, you have to pay state income tax.’”

“I didn’t know that,” Isaacs told PIX11 News.

“What we’re even more concerned about than the money,” Isaacs continued, “is the bureaucracy, and the paperwork, and I think that once that’s unleashed…once you start filing that, you have to do that for like a whole year or something.”

Health Care providers came to the assistance of New York and rather than excuse the state income tax requirement, Cuomo is using them as political pawns, hoping to leverage the matter for a federal bailout to cover the state’s deficit. Truly despicable.

A NYC CPA explained further:

Entities from “these other states will have to register in New York,” said Lawrence Spielman, a partner at the accounting firm Spielman, Koenigsberg & Parker, LLP, “and do withholding here in New York.”

Any out-of-state resident who’s come to the Empire State to work on coronavirus relief is subject to the tax after 14 days here.

    First off its not a subsidy. Work was performed for free. That is the whole concept of ‘volunteer’. If I was an employer here is what I would do:

    * Increase the volunteers gross pay upon returning as a match on the books.
    * Issue a 1099 misc for $0 for the time they were in NY.
    * Declare that time period a family leave situation.

    NY can’t tax what is $0 earnings.

    NYers you ought to be ashamed if you let this slide without creating a ruckus. If you expect people to come to your aid in the future you need to fix this NOW. Otherwise the other States will give you a real Bronx cheer.

    1 – Saw that story and honestly I thought all those that rushed to NY to help were stupid. Though this wasn’t the reason I thought that, this is no surprise. And fuck federal aid at this point, CA just took 10billion and is spending some of it to buy masks from a chi-com auto maker, not to mention all the feds are doing is subsidizing a sanctuary state. fk that imho.

    Hopefully this coupled with placing coronavirus victims in nursing homes rather than at the Javitz Center, which had plenty of beds, should end any hopes for the presidency Cuomo had. But I am sure the media will protect Cuomo just as it has protected Biden from Tara Reade’s accusations.

    I’ll play outlier and guess that penny’s actually surives without it _for now_, I know they missed a small payment this month (something like 12m if I recall) but I think that was just cash preservation because they had the grace period,so why not use it given all the uncertainty and closed doors at that time, bigger test is in june or july when they have a much larger debt payment due.

    Seems Hertz is topping the warning lists too.

    3.5 years late

    Grack also resigned from other cases he was pressing on behalf of the Dept of Jackals, I presume to keep those cases going by handing off to some new trickster now that’s he’s publicly tainted. If I was a part of any case this prick was involved in on the defense side I’d be looking hard into any and all action said prick had with my case and be looking for ways to exploit it to get my own case(s) overturned. Course he didn’t actually resign from his job yet, sure as fk ain’t gonna give up that pension willingly.

    Not that personally care but do as it relates to others and economic activity:

    MLB will start a 85 game season in early July, spring training in june, and I assume basically people called to report it sounded like around may 15th. Something even with a * next to the season and states is better than nothing.

    NFL says they’re proceeding with camps headed into the fall season, or maybe it was NHL…fk I can’t remember the report.
